Property owners who trash out the community


One thing I would like to see is the enforcement of city and county laws requiring people to keep their property trash free. There are home and business owners in the area who are major slobs - they need to be fined until they clean their property up.

I am sick and tired of seeing rusted out cars, washing machines, school busses and other garbage piled up in people's yards. They are an eyesore, and are also dangerous for kids. We need to elect county and city officials, and hire law enforcement, who care about enforcment of laws and ordinances.

My name is Joe Butch White and I am Chairman of the Corbin Enforcement Board.  Trent Knuckles and Kyle Jone serve with me on the board.  We have meetings the 1st Monday of every month at the Corbin City Hall @ 6:00 PM.  If you have a complaint against a property owner within the city limits of Corbin, please let Frank Burke know about the property and where it is located. 


The Ordinance Board has been in existence for 1 year and during that time we have removed over 150 rusted our non-running cars, demolished or had demolished an old gas station at exit 25, an old store building on Kentucky Ave, an old delapitated house on Gentry street and have cited numerous property owners for property violations.


The task is a slow process, we have to jump through many hoops and follow legal guidelines.


We're working to make Corbin a cleaner, safer and more attractive city to live in.

The code board has done a very good job. Many dilapidated buildings have been removed in the last year or so because of the efforts of the city's code enforcement officer Mr. Burke and the code enforcement board. The city officials are making a bold effort to clean up the town from eye-sore properties. Keep up the good work.

HOWEVER 603 5TH STREET IS A PRIME EXAMPLE OF WHAT CAN HAPPEN.LOCAL DEVELOPER RON L BOWLING PURCHASE A DUMP JUST 60 DAYS AGO,TORE IT DOWN IN 24 HOURS AND HAS BUILT A BEAUTIFUL NEW RANCH HOME ON THE SAME PROPERTY.DRIVE BY AND LOOK WHAT CAN HAPPEN.OUR CITY TAX BASE ON THIS PROPERTY ALONE CHANGED FROM 18,000.00 TO 88,000.00 IN JUST 90 DAYS.

The Bowlings are to be commended for making that improvement. Government can't do everything for us. People willing to take a risk are important, and all of us need to do a good job keeping our property cleaned up.

The nastiest place in this town is old hospital. Asbestos, guano, flooded basement.......Moan and groan about that.

A match would do wonders for the old hospital.  And how many years has it sat empty?  There is no doubt that it can't be salvaged so knock it down already.


Owen's Auto Parts whicih I belive is Kyle Jones inlaws stays junked most of the time.  What about Eubank's downtown.. Right next to the city government building..  Another example of the good ole boy system.


Is it outlined that it must be an eyesore for a century before citing the owner?


Mr. Bowling has done wonders. I wish him the best of luck and hope he continues helping make our town more pleasing to the eye!!!

But Mayor Miller, who takes great pride in taking all the credit for "Handling" the Old Hospital Project,  says he has taken care of it.


Amos, I think they must have built another old, decrepit, health hazzard on the old hospital property when you weren't lookin'... I still see a giant pile of crap on the middle of Corbin.

Yes, Mr. Bowling has done an outstanding job with his concept, and I hope he continues to do so. I know it's money he invests personally, but, that's the way it works. Keep up the good work.

To the owners/developers of the condo's on Jesson street, please continue, they are beautiful. I don't know how many have sold, but, they will. I can only imagine if they were located on flat ground with less hills. What a great addition to corbin. I don't care if they make a million dollars, they deserve it.

The Blair Park condos as well. I hope they build more.

Add the new complex in east corbin, the area down by bacon creek around the high school, the area off 4th (with the up the big hill entrance). I'm sure there's more.

Mr. White has done an excellent job cleaning up the town. I know he lost his bid for commissioner, but I also hope he tries again. We need his knowledge, experience, and new political savvy on our commission. (This isn't a plug for him running, although I know it sounds as if it is. And if it sounds as if it is, that's ok too).

Since finding this site, and reading this and many other threads, I've taken the time to drive the city, all of it, and check out this type of issue. I never really realized how bad some areas are. I won't post them here, as I don't want anyone to think I'm bashing their neighborhood.

You said the magic word in my option.Neighborhood,We do not enjoy the growth of new construction because we are out of room within our limits.Sure you will see a new home here and there but not new neighborhoods.What is the ansure?
Land of course,If you have a chance drive just a couple miles down Ohler road to Cobblestone Estates.This new development has turned into Corbins hottest area for new families and yes it is in the City of Corbin.How ? The developer annexed the property into the city in exchange for city services.The developer at thier expense installed the magic pipe,sewer, and turned it over to the city for service.Now about 50 new homes has been built and sold creating a neighborhood full of kids and new families.We as a city must do something to provide new housing to our community.No I dont have the ansure but one thing is for sure without new housing within the city, the county will continue to grow without us.

I agree 100%. As we drove around, looking at our city, there is very little area that is truly worth developing. The Jesson St condos and Blair Park were literally carved from the earth somewhat.

Many of the older neighborhoods, developed in the 50's and 60's, even the early 70's, are really looking worn.

That area you're speaking about, Cobblestone, is just one small parcel out in that area of Ohler Road that is booming.

We have to come up with a plan to get folks to come into the city. And, the city fathers has to understand, 50% is money, how much it will or won't cost.

Let's start a new thread about this. Please come over to it and throw in some comments.

I hope no one takes this the wrong way, but the majority of the substandard properties are rentals that are mostly owned by one of 8 people. Five lawyers and three real estate agents.


Of course, it's a free country, and they can buy and do what they want with their property.

The more of the county area near Corbin that would come into the city of Corbin the less garbage and trash we would have off our roads. All you have to do is drive west on 25 to Cumberland Falls from exit 25 and you can see as you get out of the city the worse it gets with materials stocked helter skelter on each side of the road and materials collecting that make our beautiful countryside look awful. Whitley County Fiscal Court does nothing to clear out junk from our countryside. The further you get away from Williamsburg the worse things get. Corbin is not considered a priority in Whitley County Government. And the rest of lour outlying county area doesn't matter either.

Jealous, no. I've had rental property in the past, too much bother.

We could go into a huge thing about the rental property in the city, and if you want to, start a new thread somewhere. I'm sure you'll get tons of replies.

I used to live around some properties that 3 of the 8 lawyers owned. I managed to escape. Yes, escape. You want to discuss some details, start a new thread. The posts you see may sound discriminatory, but the truth is the truth.

Several years ago, wasn't there an issue brought up in a city commission meeting regarding the number of HUD rental houses allowed in the city, specifically the issue being to limit the number of them allowed in the city.

I'm not sure how long ago it was, over 5 years I believe. I don't recall the outcome though.

One thing I have checked on though. Many of the "trashed" areas around the outskirts of the city, what many folks think are in the city limits, are not. Corbins boundaries are pretty jagged in some areas.

I agree NIBROC FAN. Some people were talking badly about Corbin about trash on RT 25 to London and the area they were tallking about isn't in Corbin. Corbin gets knocked when it is the County Governments that don't see that our areas are maintained.

Do those who throw trash in our rural areas understand that this makes it harder for us to get new jobs for our people? I smoked a couple of years in the service, but there were strick rules about throwing away cigarette butts.

It shows a complete lack of discipline and respect for others when smokers just throw their discarded cigarettes in urinels, at entrances into buildings, and out of their car or truck windows. One reason I wish they would bring back the draft in this country is because more of our citizens need to go through military discipline.

Instead of Laurel Lake Clean Up Day, how about Corbin Clean Up Day. Get some volunteers, some city garbage trucks, and go through town "pitching in" to property owners. Start on fifth street and work your way down high traffic roads as a good starting point.

If you will look at many of these homes, there are lots of elderly and poor folks there.

That's a great idea. This would be a city wide cooperative effort and we ought to do it several times a year. Corbin can be a special place. We have a lot of outstanding people.
