Will new School on 5th Street Rd be annexed into city?


I think the school board will ask for the new school on 5th Street Rd to be annexed into the city? Can that property be legally annexed that far out of the city? What are the pros and cons of annexing it? Would the people that live out there try to block the annexation?

I'll tell you what I've been told. Whether it's a fact or not, I don't know. I've approached several of our city leaders and school officials, and they either don't know, don't want to tell me, or don't care.

1. The School in on a state road, which is contiguous to the city of corbin, meaning it runs through the city limits. Therefore, the school board can request it be annexed as it joins a road through the city.

2. If annexed, they will have city police and fire response, if not, they get the whitley co sheriff and oak grove fire dept.

3. If annexed, they get the cities fire rating class, which is lower than Oak Groves.

4. If annexed, the city of corbin gets 75% of the occupational tax of all employees salaries that work at that specific school. If not annexed, they get nothing. Whitley county gets it all. Also, technically, they'll have to keep track of all staff that may come to the school for any reason, as they'll have to pay the county their portion of the occupational taxes for the hours they work there. For example, if the superintendent visits the new school, which is not in the city limits, his salary will have to be discected down to an hourly wage, and for however many hours he spends at this school, he will owe occupational taxes for those hours to the county, and the city will not get any part of the tax for those hours.

5. If annexed, their property insurance for that school building and grounds, will be taxed at 10.75% of the premium for that property, not including workers compensation. It's casualty and liability only. If not annexed, they will not pay the insurance tax. I have no idea what the premium would be, but, if its $25k per year, they'll pay over $2500 to the city just in insurance taxes. (this is why CSX don't want in the city)

6. If annexed, they will get the in the city limits discount on their water and sewer service, and garbage service as well. In not annexed, the city utilities commission and city government will try to charge them the out of the city rates, which are basically doubled for water and sewer. The school will have to hire a private contractor for their trash service if they're not annexed.

7. Electrical service will be RECC, and not city utilities. RECC is the highest and poorest quality service in the whole united states in my opinion.

8. The residents around the school will have not argument, as the school will not affect them in any way with regard to annexaton. The annexation is affected by adjoing the road only.

9. If annexed, it will add to the tax base of the city, if not, it all goes to the county.

10. If annexed, the city will get their share, I think it's 75% of the taxable acessed value of the property taxes. If not annexed, the county gets it all. That is unless the school property is considered non taxable, such as a church. I'm not sure about that.

If these are not correct, please correct them. This is what I was told.

That was a very good post. Several good points there. The school is exempt from property tax so 9 and 10 are invalid but otherwise I think you are right on the money.

If the School is in the city the occupational tax from wages will be 75% to the city and 25% to the County.  If it is not annexed into Corbin 100% of the occupational taxes from wages will go to the County.  But I would bet the City of Corbin won't even try to get it in the city.

Whatever happens will happen. That is the way things are done. I have not observed any passion at City Hall to attract any more land, homes, businesses or anything into the Corbin City Limits.

That is the way to get elected. Just let things drift. And that is the way Corbin can become even a more locked in city. People who own rental property in Corbin have to climb a mountain in being able to get people to rent their property because there are sky high utility deposits. I know several businesses who have to have continuous high deposits for their utilities..

Sometimes it is good to take inventory of all the things a Community must do to make it attractive to have people want to move into or live in the city limits.

What are our strong points and what are our weak points. That is the only way you can improve. Don't get me wrong, I love Corbin. I grew up in Corbin. But we must not just let "whatever happens will happen" be our way of direction.
