It's been years since knox county started their occupational tax to get them out of the hole with their jail as well asl other things. When they passed it, the judge executive, Raymond Smith, who lives in the corbin, or did, refused to give corbin any part of the tax, as whitley county is doing now. They are still refusing to cough up our share.
The only recourse corbin has now, is to add an additional 1% on top of theirs for the knox county side of corbin. They don't want to do that for obvious reasons, but, it's time to get tough.
How about an investigative article on this, and ask the city leaders point blank what is going on wih this. And, ask Julio Cima, the knox county magistrate for the corbin end, what is going on as well. Cima touts he's a corbin person, yet we haven't heard a peep from him in years.
If the city commission stonewalls you on this, with their "we're working on it" statement, then we need to know about it. That way, come next election , we can have some people run on that platform alone.
Anyway, we need your expertise. You're always putting ads in your paper about if you have a sugggestion for an article, call your number. I didn't call, but I know you read this board.
Corbin is the only city in Kentucky that lies in two counties.
Corbin citizens do not pay tax to the city of Barbourville.
Knox County does pays a percentage of their total tax receipts to the city of Barbourville.
I don't know what you think Samantha Swindler can do about it. If you going to depend on her to resolve the Knox tax issue you must be dreaming.
All of this was in the newspapers a few years back. Knox County was under a certain population level when it enacted the tax and therefore didn't have to let a city's tax offset or take away their tax. In other words if Barbourville or Corbin passed and collected a 1% tax then people would end up paying both city and county for a total of 2%.
The Knox county officials made an agreement to give the city of Barbourville a percentage since they were the county seat. However, they did not think, and still don't think, that the city of Corbin should have any of it.
Two commissioners had a deal worked out with Knox County back when Scott Williamson was the mayor but Knox ended up not honoring the agreement. The agreement was for Knox County to pay the city of Corbin a set sum of money each year. The appointed committees approved the deal but the Knox fiscal court would not honor it.
Later when Corbin officials learned that east Corbin Knox county people would be double taxed then they slacked off on the tax issue.
Do you think it would be fair for a business on Master Street to pay 2% and a business on Main Street to pay 1%?
But by all means, put Samantha Swindler right on it. We would all enjoy reading a good local story.
That's right, I think we should put Samantha on it. It will be a fair and unbiased story. It will have to the point questions. And the answers to those questions will be published. Unlike the News Journal which sidesteps anything controversial.
I know all about the deals you mentioned, and yes, it has been years ago. So lets revisit it. I think we should hire an attorney, and sue them for our share.
The only alternative, is like you said, to tax the knox co corbin side 2%.
Corbin derseves this money, and it is rightfully ours.
Do you, previous poster, think we should just let it go.

People and businesses in Corbin, Knox County do pay taxes that end up in the City of Barbourville. Knox County collects the tax and they have an agreement with the City of Barbourville to share the taxes. Why doesn't Knox County share the tax potiion that comes out of the City of Corbin? Corbin is the only city in Kentucky in which some of their business and employee taxes end up going to citizens of another city. How would people in Barbourville react if their tax dollars were going to Corbin?
I have been told by some people in Frankfort it is not fair for people and businesses in one city to have their tax dollars going to people in another city. They don't understand why Corbin doesn't file suit to get their rightful share.
Why haven't we sued the crap out of them. I'd rather give a lawyer some money, sue knox county and make them pay for a lawyer, and have a court tell me there's no way we can make them pay, than to do nothing. If nothing else, ask for a summary judgement after you file.
We need to find out something.
If we lose, so be it, then we'll go at it from another angle.
There has to be an answer. This is flat out wrong.
That's right, I think we should put Samantha on it. It will be a fair and unbiased story. It will have to the point questions. And the answers to those questions will be published. Unlike the News Journal which sidesteps anything controversial.
Oh please. Swindler would be a little outside her area of expertise on this since it's not about breast sucking monkeys or a fluffy story about preschoolers or something. Besides its not about the city of London so she wouldn't be interested. My husband and I stopped taking the Tribune recently because it has become so weak.
I will not address the newspaper issue as to the weelky or the daily. If you don't want one or both of them, then do not buy them.
The numbers that the poster gave is pure fabrication. Also consider that if Corbin sues Knox and wins a settlement, the State might have to take over Knox. I am not saying that Knox should spend Corbin money but it is one of the poorest counties in Kentucky. That is what Knox is afraid of.
Corbin will be limited in reaching its full potential as long as Knox and Whitley rank near the bottom of the pile. Corbin needs to work with the counties. Everyone thought that Laurel was doing well but now it appears they are almost broke even though they are offering Harley money. I have said before that Judge Kuhl and the Laurel magistrates will regret doing that.
I am not saying that Corbin leaders should not to pursue the Knox tax matter, just that they should not be rash about bring suit against a neighbor.
Corbin has tried to talk to Knox and they are not interested in doing what is right claiming that they cannot afford to pay anything to Corbin.
I agree that this is not acceptable. The Knox leaders should address this soon. Julio Cima needs to bring it up. Come on Julio, step up to the microphone. No foolishness about dropping the payroll tax this time, just insist that Knox shares with Corbin just like Whitley is presently doing.
The Corbin leaders need to keep the pressure on but just be cautious.

You are the kind of person who gets our area sterotyped as having some nutty people who reside here. There are a few of you who love to insult the best journalist we have in this area. You have a closed mind and you don't want to read both sides of the issue.
I don't live in Knox county, and I don't give a hoot about them being my neighbor when they're taking our tax monies that rightfully belong to corbin.
I say, put it out in the open, give them a chance to say "no" again, and then sue them to find out the deal. Then, once we've found out if that works, find another angle.
The reason they're in the shape they're in, is because the people elected their past officials of how friendly they are, or how much gravel they put on their road, not because they could do the job.
If the city doesn't get on it soon, then we need some city leaders with some gonads that will.
That would be a great election platform for a new mayor or commissioner.
There are times in life when those of us who are males really act like cavemen. In fact I have heard that many cavemen are actually better than us. This is another reason I believe we need to elect Hillary next year. We men have messed many things up so badly that we need a woman to come along and get things straightened out for all of us.
the biggest need you have is to ask the Lord for a brain.
I agree. Some men in our area still insult and degrade women. The rest of the US is changing and we still have some men with the mentality of a monkey. Maybe not quite as good as a monkey.
There are a few of you out there that continually want to drop Samantha Swindler's name. I have respect for her and her work but enough is enough. Drop the BS for a while. Give her a rest. You are overdoing Samantha on this board and you are not doing her or the Times any favors by getting foolish discussion going at her expense.

Are you telling those of us who compliment her and support her to shut up? If you read the messages on this board about her you will find the majority are complimentary. Please clarify. We can't control those who may be critical but we can give strong support to her.

Sounds like someone struck a nerve. Friends, coworkers and other people I talk to seem to personally like Smantha as well as her work. If someone brings her up in a conversation with you do you roll your eyes and tell them the same thing? People who like to read some different and thought provoking print like Samantha's work, as opposed to deep editorials like "London and Barbourville have them, why don't we have a bigger Pizza Hut?" and how we should all vote for Fletcher because "everything is so perfect now."
I kind of picture you doing the famous Jan Brady "Marsha, Marsha, Marsha! but with Samantha's name inserted.
As far as a foolish discussion about Corbin pursuing the Knox County occupational tax money it deserves, how is this a foolish discussion? Should we be discussing the size of our Pizza Hut instead?
A I will not address the newspaper issue as to the weelky or the daily. If you don't want one or both of them, then do not buy them. RESPONSE.....THANKS SO MUCH FOR GIVING US PERMISSION TO NOT BUY THEM IF WE WANT TO. YOU ARE VERY KIND.
B.The numbers that the poster gave is pure fabrication. RESPONSE....PROVE THEY ARE FABRICATED.
C. Also consider that if Corbin sues Knox and wins a settlement, the State might have to take over Knox. RESPONSE.....SO WHAT? THEY NEED TO GET THEIR HOUSE IN ORDER. D. I am not saying that Knox should spend Corbin money but it is one of the poorest counties in Kentucky. That is what Knox is afraid of. RESPONSE....IT IS GREAT THAT YOU ARE NOT SAYING KNOX SHOULD SPEND CORBIN MONEY. BARBOURVILLE SHOULD NOT BE SPENDING CORBIN MONEY. KNOX SHOULD REMEMBER THAT THE "ONLY THING WE HAVE TO FEAR IS FEAR ITSELF."
E.Corbin will be limited in reaching its full potential as long as Knox and Whitley rank near the bottom of the pile. RESPONSE...CORBIN HAS TO FIGHT FOR EVERYTHING IT GETS IN THESE TWO COUNTIES. NEITHER COUNTY CONSIDERS CORBIN AS OF ANY VALUE ACCEPT TO TAKE OUR MONEY.
F. Corbin needs to work with the counties. RESPONSE....THE COUNTIES ALSO NEED TO WORK WITH CORBIN.
G. Everyone thought that Laurel was doing well but now it appears they are almost broke even though they are offering Harley money. I have said before that Judge Kuhl and the Laurel magistrates will regret doing that. RESPONSE.....DON'T BET THE HOUSE THAT LAUREL COUNTY WILL GO BROKE. THEY HAVE INVESTED IN JOBS FOR THEIR PEOPLE. IT WILL PAY OFF FOR THEM. YEARS AGO IT WAS SAID THE GOV. COLLINS WOULD REGRET GIVING TOYOTA INCENTIVES. IT WAS ONE OF THE BEST JOB CREATING ACTIONS TAKEN IN THE LAST CENTURY.
H.I am not saying that Corbin leaders should not to pursue the Knox tax matter, just that they should not be rash about bring suit against a neighbor. RESPONSE....THEY SURE HAVEN'T BEEN RASH ABOUT PURSUING IT. THE CORBIN MONEY JUST KEEPS PUMPING OUT TO BARBOURVILLE AND KNOX COUNTY.
I. Corbin has tried to talk to Knox and they are not interested in doing what is right claiming that they cannot afford to pay anything to Corbin. RESPONSE....THEY NEED TO GET THEIR HOUSE IN ORDER. IF THEY HAVE HAD MONEY PROBLEMS WHY DID THEY BUY A HOSPITAL?
J I agree that this is not acceptable. The Knox leaders should address this soon. Julio Cima needs to bring it up. Come on Julio, step up to the microphone. No foolishness about dropping the payroll tax this time, just insist that Knox shares with Corbin just like Whitley is presently doing. RESPONSE....JULIO CIMA IS JUST ONE VOTE. HE WANTS WHAT IS RIGHT TO BE DONE. BUT CORBIN MUST STAND UP FOR ITSELF.
K. The Corbin leaders need to keep the pressure on but just be cautious. RESPONSE THE CORBIN LEADERS NEED TO KEEP THE PRESSURE ON AND QUIT BEING SO CAUTIOUS.
I have been reading a lot on this forum and other forums about Corbin getting crapped out of the occupational tax from Knox County. I was just wondering if Samantha Swindler, or anybody else for that matter, knows how many people the city police arrest a week, a month, or even a year. Does anybody know how much money that it takes to house these prisoners for a day, week, etc., after they are transported to the county facilities of Knox and Whitley? Does anybody happen to know how much money the cities contribute to these counties for these prisoners and their medical treatment, if it is needed? The city of Corbin has put on a restaurant tax and an alcohol tax, and they also receive additional money from off-track betting. Whitley County put on an occupational tax and the cities of Corbin and Williamsburg receive 75% of the money collected from these two cities. Corbin puts money into savings out of the tax and Whitley County still has a hard time. Something about that picture is just not right. By the way, the alcohol tax does not help a bit on taking care of fthe prisoners it produces. (Good job Police Department for keeping these intoxicated drivers off our roadways and protecting all our people no matter where they might live.)

Good point.
Actually, I'm more interested in this thing about Pizza Hut. Are we getting a bigger one? When is this going to happen? Maybe getting information on this is something Samantha could handle.
