It will somewhat depend on who shairs the Tourism Board. If someone with any business sense chairs it, they will demand it. If its someone who who likes giving out blank checks and is afraid of conflict, they won't.

If either Steve McBurney, Suzie Rasmus, or Melissa Shelton are the chairperson they will want to know how the money is spent. I have confidence they will give proper leadership if selected.
If the Tourism Committee chairman changes in February, then I think the rules will be different for nibroc funds this year. I don't think any of the remaining members of the committee that gets the chair position will allow the money to be spend without accountability.
